How do I scrapbook DIGITALLY?

I keep seeing where you can buy all of these digital scrapbook pages to download and use, but is there a program that you have to purchase first to be able to use these downloads? I just can't quite figure it out. It just seems so much easier than dragging everything out, going to the store to pick everything out, and then it taking forever to finish it. Just wondering if any of you have gone "digital", and any ideas of good sites.

Oh...ditital scrapping is my passion! I'm behind on reading blogs, which is why I'm just now responding to this post. You need a program you can make the pages in. I use Adobe Photoshop 7.0, and it's pretty expensive, but we split the cost with family. Several people I know use Adobe Elements, which is about $100 but they said it gets the job done great! I have tons of sites were I shop for digital things, and there are plenty of places where you can get things for free. What do you use to make your header? I use Photoshop to make my headers, too.
